L5 applications for rent increases above the annual guideline for capital expenditures, operating cost increases, or security services.
AGI applications require documentation.
AGIs are evidence-heavy. The Board scrutinises invoices, contractor statements, and the allocation of costs across units. A well-assembled L5 can succeed; a poorly assembled one fails on documentary grounds alone.
